c) In analyzing the data, input from program decision-makers would be valuable to understand administrative processes, resource allocation, and policy implications.
d) When disseminating findings and making recommendations, involving both program clients and decision-makers ensures that evaluation results are relevant, actionable, and reflective of diverse stakeholder perspectives.
