Explanation:
As live wire are quite powerful (about 230V) this means that if it's left on it'll cause an electric shock. By turning it off there is 0V in the electrical system. The reason why there is a high potential difference is because that between the live wire and the electrician, there is a high charge flowing pass through the body which causes electric shock.
