Yes. Scientific laws are established statements, based on repeated experiments or observation of a particular scenario or natural events while a science theory are events or explanation of the natural world that can be repeatedly tested and verified using scientific method. That is, for it to be a Scientific Theory we must be able to test and verify it using scientific methods and for it to be a Scientific Law it must have been tested and verified repeatedly using scientific methods.
