First of all, I added the prices of the first hours of both days. $5.00 + $2.50 = $7.50. Then, for every hour, the price for parking is $1.50. So, the easier way of doing this is adding the prices of both days together. $1.50 + $1.50 = $3.00. So, she parked for a three hours each in parking lots 1 and two. So, that's 3 times $3 which is $9. $9.00 + $7.50 = $16.50.
