Lack of political stability and stable government.
Lack of moral character.
Lack of strict rules and regulations against corruption.
Due to weak civil society.
Lack of transparency, responsibility.
Due to poverty and illiteracy.
Lack of severe punishment.
Due to strong network of corrupt people.
Lack of political commitment to check corruption.
