Why did Northem states and Southern states once again disagree on how states population should be calculated, and how did they resolve this issue?

Southern states wanted more representation and say in the national government because they had a smaller population. Southerners wanted slaves to count as people (so the population would increase) even though slaves did not have rights.

To solve this conflict the Three-Fifths Compromise was created. 3/5ths of a slave would count so the south’s population count would increase. Southerners had to pay taxes in return for this compromise.
