The state's administration was heavily influenced by ulama, or religious intellectuals, who worked alongside the sultans. The Ottoman state underwent reforms, declared the equality of its citizens, voluntarily maintained its diversity, and even institutionalized the cultural and religious autonomies it had granted to its Christian and Jewish communities after being hit by an existential crisis in the late 18th century. Ottomans witnessed advancements in mining, medical, and military technology as well as contributed to the development of hospitals and healthcare.
