Barbara was in the cosmetic aisle looking for some lipstick. People were in her way, and she was annoyed. She pushed passed them, got what she needed, and checked out. But she was rude to the cashier. Barbara was snotty to her mother when she arrived home.And when Barbara goes to school, she's rude to the lunch workers. Barbara is almost always irritable. Is Barbara's irritability a trait or state?

Well a state is a state of being in that moment. A trait is a characteristic that you may have forever. At first I think this is C. a little of both because as you notice she is in a bad mood but she continues this mood after that one day, and you can see that sentence that gives you your answer : "She is almost always irritable."
