Subtract 9x from both sides: 
[tex]3x-17-9x=9x+7-9x [/tex]
Now we have: 
[tex]-6x-17=7 [/tex]

Add 17 to both sides: 
[tex]-6x-17+17=7+17 [/tex]

Now we have:
[tex]-6x=24 [/tex]

Divide both sides by -6 to isolate x: 
x=-4
