Yes, that is true in some ways, because if you are on drugs or drunk, you are not in the right state of mind, and it is easier for someone to take advantage of you.

The is an opinion, but I do agree that Avoiding drugs and alcohol will REDUCE a persons risk of injury FROM sexual assault
